It's actually is a depiction of the U.S. Capitol -having originally been designed for the Capitol Records Scranton pressing plant. It's often referred to as an anvil or a lathe. When NAMI acquired the plant from Capitol late in 1973 the stamp went into use again after a ~10-year lapse.
